125 Heroes: Wendy Leibing

Between 1990 and June 2025, Wendy Lebing was the driving force behind the growth and success of Temple University’s Regulatory Affairs and Quality Assurance (RAQA) graduate programs. As assistant dean of RAQA, she helped build one of the most recognized programs of its kind, awarding more than 2,600 master’s degrees and over 3,000 certificates while generating more than $115 million in revenue for the School of Pharmacy. Today, the program produces more than $3.5 million annually and has become a model emulated by institutions across the United States and internationally.

Over three decades, Wendy shaped graduate education in regulatory affairs by launching numerous courses and developing multiple degree programs, including the Master of Science in Global Clinical and Pharmacovigilance Regulations. She also helped pioneer online learning at Temple, expanding access to students nationwide through early video-conferencing and interactive online degree programs.

Wendy oversaw all aspects of RAQA operations, including curriculum development, adjunct faculty recruitment, marketing, and partnerships with industry leaders and the U.S. Food and Drug Administration (FDA). These collaborations led to national conferences and scholarship initiatives benefiting Temple students.

A double alumna of Temple University, Wendy is an accomplished scholar, educator, and marketing leader who earned advanced degrees in law, diplomacy, and regulatory affairs, taught across multiple departments, and authored several books and publications highlighting Temple University and the Regulatory Affairs and Quality Assurance program.
